Portugal's Digital Government

Portugal is committed to building a modern, accessible, and user-centred digital government that simplifies interactions between citizens, businesses, and public administration. Through a strong focus on digital transformation, the country has expanded access to online public services, enabling citizens to use digital identification and driving credentials, receive electronic prescriptions, digitally sign official documents, and access streamlined government services. At the same time, Portugal continues to invest in assisted digital services to ensure that all citizens can benefit from digital innovation and that no one is left behind.

Portugal has also established itself as a leader in digital identity. As the first European country to launch a Business Wallet, Portugal is extending digital identity capabilities to businesses and public administrations, supporting cross-border interoperability and enabling organizations to manage their legal identity through a single digital platform.

The country’s digital government strategy is implemented by ARTE – the State Technological Reform Agency – under the coordination of the Ministry in the Cabinet of the Prime Minister and of State Reform. Working across government, ARTE develops and delivers the shared digital infrastructure, interoperability frameworks, and enabling technologies that help create a more seamless, transparent, and efficient public sector.

Within Digital Nations, Portugal leads the Digital Identity Thematic Group and actively contributes to advancing innovation and collaboration across the network. By sharing expertise and promoting best practices, Portugal helps shape the future of digital government and supports member countries in delivering better digital services for their citizens.
