Estonia's Digital Government

Estonia’s digital government agenda is led by the Government Chief Information Officer (CIO) and their team within the Ministry of Economic Affairs and Communications. While each ministry drives digital transformation within its own domain, the CIO provides strategic leadership across government by setting national digital policies and priorities, overseeing key initiatives and regulatory frameworks, and representing Estonia internationally, including through Digital Nations.

The CIO also oversees the Information System Authority, which manages the development of government information systems and serves as the country’s national cybersecurity authority.
